A "pandemic response bill" currently making its way through the
Massachusetts state legislature would allow authorities to forcefully
quarantine citizens in the event of a health emergency, compel health
providers to vaccinate citizens, authorize forceful entry into private
dwellings and destruction of citizen property and impose fines on citizens
for noncompliance.
If citizens refuse to comply with isolation or quarantine orders in the
event of a health emergency, they may be imprisoned for up to 30 days and
fined $1,000 per day that the violation continues.
Massachusetts' pandemic response bill
"Pandemic Response Bill" 2028

by the Massachusetts state Senate on April 28 and is now awaiting approval
in the House.
As stated in the bill, upon declaration by the governor that an emergency
exists that is considered detrimental to public health or upon declaration
of a state of emergency, a local public health authority, with approval of
the commissioner, may exercise the following authorities (emphasis added):
* to require the owner or occupier of premises to permit entry into
and investigation of the premises;
* to close, direct, and compel the evacuation of, or to decontaminate
or cause to be decontaminated any building or facility, and to allow the
reopening of the building or facility when the danger has ended;
* to decontaminate or cause to be decontaminated, or to destroy any
material;
* to restrict or prohibit assemblages of persons;
* to require a health care facility to provide services or the use of
its facility, or to transfer the management

Local public health authorities will be required to keep records of reports
containing the name and location of all people who have been reported, their
disease, injury, or health condition and the name of the person reporting
the case. In addition, citizens may be subject to "involuntary
transportation."
Line 341 of the bill states, "Law enforcement authorities, upon order of the
commissioner or his agent or at the request of a local public health
authority pursuant to such order, shall assist emergency medical technicians
or other appropriate medical personnel in the involuntary transportation of
such person to the tuberculosis treatment center. No law enforcement
authority or medical personnel shall be held criminally or civilly liable as
a result of an act or omission carried out in good faith in reliance on said
order."
Vaccinate or isolate
Whenever the commissioner or a public-health authority decides it is
necessary to prevent a serious danger to the public health, they are
authorized:
(1) to vaccinate or provide precautionary prophylaxis (preventative
procedure) to individuals as protection against communicable disease and to
prevent the spread of communicable or possible communicable disease,
provided that any vaccine

administered must not be such as is reasonably likely to lead to serious
harm to the affected individual; and
(2) to treat individuals exposed to or infected with disease,
provided that treatment must not be such as is reasonably likely to lead to

unwilling to submit to vaccination or treatment shall not be required to
submit to such procedures but may be isolated or quarantined ... if his or
her refusal poses a serious danger to public health or results in
uncertainty whether he or she has been exposed to or is infected with a
disease or condition that poses a serious danger to public health, as
determined by the commissioner, or a local public health authority operating
within its jurisdiction. (emphasis added)
Under such circumstances, authorities are also allowed to decontaminate
individuals and perform physical examinations, tests and specimen collection
to determine whether "an individual presents a risk to public health." If a
citizen refuses, he or she may be isolated, quarantined and/or detained "for
as long as may be reasonably necessary," the bill states.
Law enforcement authorities are authorized to "arrest without warrant any
person whom the officer has probable cause to believe has violated an order
for isolation or quarantine and shall use reasonable diligence to enforce
such order. Any person who knowingly violates an order for isolation or
quarantine shall be punished by imprisonment of not more than 30 days and
may be subject to a civil fine of not more than $1,000 per day that the
violation continues." (emphasis added)
Other state quarantine orders

a blank document from the Iowa Department of Public Health has been
discovered online, designed to be filled in with the name of an H1N1 virus
<http://www.wnd.com/index.php?fa=PAGE.view&pageId=108604>  victim who is
required to relocate from his or her home to a quarantine facility.
The form, which began appearing Aug 31 in e-mails and on the Internet
<http://www.wnd.com/index.php?fa=PAGE.view&pageId=108604> , has concerned a
confused public already swimming in conflicting reports about the severity
of the swine flu and intrusive government measures that many fear may be
taken if the disease becomes a pandemic.
The Iowa document, which WND confirmed with state officials is authentic,
has done little to calm the public's fears.
"The Iowa Department of Public Health has determined that you have had
contact with a person with Novel Influenza A H1N1," the form reads. "The
Department has determined that it is necessary to quarantine your movement
to a specific facility to prevent further spread of this disease.
"The Department has determined that quarantine in your home and other less
restrictive alternatives are not acceptable," the document continues, before
listing mandatory provisions of compliance

According to the CDC, the following states have implemented legal actions in
response to the H1N1 virus:
Florida - the Florida surgeon general suspended distribution permit

North Carolina - The North Carolina Department of Health and Human Services
released a draft isolation order

provide for imprisonment for up to two years and pretrial detention without
bail for any citizen who fails to comply with an isolation order.
Washington - Washington grants authority to local health officers to issue
emergency detention orders

to be immediately and involuntarily isolated or quarantined for up to 10
days.
In addition, governors and health commissioners in the following states have
declared a state of emergency since April following concerns about the H1N1
virus: California, Florida, Iowa, Maine, Maryland, Massachusetts, Nebraska,
New York, Ohio, Texas, Virginia and Wisconsin.
Next step: Mandatory swine flu vaccines?
According to the White House, "Since the novel 2009-H1N1 flu virus emerged
in the United States during the third week of April, the president has
received regular briefings and asked his Cabinet to spare no effort in
addressing this national security challenge."
The White House also lists as a priority, "Preparing for a voluntary, but
strongly recommended, H1N1 flu shot program to be available to all Americans
that wish to participate over a period of time."
Barbara Loe Fischer, president of the National Vaccine Information Center

Fischer said, "Public health doctors have persuaded legislators to pass
pandemic influenza legislation that will allow state officials to enter
homes and businesses without the consent of occupants, to investigate and
quarantine individuals without their consent, to require licensed
health-care providers to give citizens vaccines and to ban the free assembly
of citizens in the state."
She said World Health Organization doctors "immediately went into high gear"
within days of identifying the new swine flu virus emerging out of Mexico
and declared a public-health emergency. Now, Fischer says, the CDC is taking
the opportunity to exercise unprecedented power.
"Whenever the CDC now declares a public-health emergency, that declaration
allows the Food and Drug Administration to permit emergency-use
authorization for drug companies to fast-track creation of experimental
drugs and vaccines that do not have to be tested as thoroughly as vaccines
that go through the normal FDA-licensing process.
"In this case, Congress responded to the public health emergency declaration
by giving a group of drug companies $1 billion to fast-track experimental
swine flu vaccines that may include whole, live or killed, or genetically
engineered human and animal viruses, chemicals and potentially reactive
oil-based adjuvants that manipulate the immune system to boost the vaccine's
potency. People who already have sensitive immune systems, such as those
with allergy and autoimmune disorders, may be at special risk."
Furthermore, Fischer said 80 percent of all flu-like illness in a normal flu
season is not caused by type A and B strains of influenza contained in
annual flu shots.
While Fischer argues that citizens should be given the opportunity to
voluntarily submit to flu vaccinations, she said, "Vaccine-acquired immunity
is temporary while immunity gained after recovering from influenza is longer
lasting."
She said people born before 1957 may be naturally protected and at lower
risk of being infected because they have long-lasting antibodies working
against the virus and helping them resist infection.
"Will health officials allow our children and grandchildren to get the same
kind of natural, longer-lasting protective antibodies to type A and B
influenza, including the new swine flu?" she asked. "It looks like few
choices will be allowed."
Cure more deadly than disease?
Although White House science advisers have warned that up to 90,000
Americans might die from H1N1 during the coming flu season, the head of the
CDC responded by telling the public to ignore such a high mortality
estimate, saying the current H1N1 couldn't kill that many people without
mutating.
Use of a similar swine flu vaccine in the United States in 1976 resulted in
25 people suffering from severe paralysis

respiratory failure after being injected with the vaccine - more than the
number of lives claimed from the virus itself.
Additionally, the vaccine is said to contain thimerosal, a preservative
ingredient composed of mercury.
The FDA states

in all vaccines routinely recommended for children 6 years of age and
younger, with the exception of inactivated influenza vaccine."
Thimerosal has been linked to Guillain-Barre syndrome, or GBS - a serious
disorder that occurs when the body's immune system mistakenly attacks the
nervous system and may result in death.
In 1976, health officials found nearly 500 cases of GBS, and the vaccine was
withdrawn 10 weeks after the link with GBS was suspected. Following the 1976
vaccination against swine flu in the U.S., a retrospective study found a
likely eight-fold increase in the incidence of GBS.
Now that the nation is preparing for another round of H1N1 flu shots, the
Oregonian reported that the federal government is urging neurologists to
keep a close watch for new cases of GBS.
In a study conducted at the University of Hong Kong, the British Medical
Journal reported that less than half of 8,500 doctors and nurses in public
hospitals will accept vaccination against the swine flu - even following
increases in the World Health Organization's pandemic alert level.
The study revealed, "The major barriers identified were fear of side effects
and doubts about efficacy."
According to the following London report, investigative journalist Wayne
Madsen revealed that even scientists who helped develop a vaccine for small
pox are saying they will not take the vaccine and urging friends and family
to refrain from taking the injection as well:
Nonetheless, federal authorities are preparing to launch a nationwide
campaign to convince Americans to get the swine flu vaccine, the San
Francisco Chronicle reported. Government officials have expressed concern
that public demand for immunization will not be high enough.
"Many parents (in focus groups) expressed a lot of concerns about 2009 H1N1
vaccine. Those concerns were centered around the fact that it was new and it
was being developed quickly," said Kris Sheedy, a communications director
with the National Center for Immunization and Respiratory Diseases. "There
were comments such as 'this is new and I don't want my child to be a guinea
pig.'"
According to the San Francisco Chronicle, the government will spend "about
$16 million on outreach to convince people of the need to get the swine flu
vaccine."

alarmist language over possible outbreaks of swine flu as well as a series
of moves by the federal government are fueling fears federal agents will
soon be forcing citizens to be vaccinated - prompting the Constitution Party
to launch a pre-emptive defense against any such effort.
Fischer warned that Americans must become educated about vaccination,
influenza, vaccine risks and public health laws in their states.
"Every pharmaceutical drug, including vaccines, carries a risk. And those
risks are greater for some than others," she said. "In this time of fear, we
can't let that fear take away our freedom to make voluntary health
decisions. The human right to informed consent to medical risk taking gives
citizens the power to make sure that the cure is not more dangerous than the
disease."

Iowa Department of Public Health (Department) has determined that you have
had contact with Novel Influenza A H1N1. Novel Influenza A H1N1 is a disease
which is spread from person to person and is associated with fever (greater
than 100.0 F), cough, sore throat, rhinorrhea (runny nose), nasal
congestion, body aches, headache, chills and fatigue. Novel Influenza A H1N1
presents a risk of serious harm to public health and if it spreads in the
community severe public health consequences may result. The Department has
determined that home quarantine of persons who have been exposed to Novel
Influenza A H1N1 is necessary to prevent further spread of this disease. The
Department has determined that quarantine in private homes is the least
restrictive means necessary to prevent the spread of Novel Influenza A H1N1.
The Department is therefore ordering you to remain in your home and to
comply with the following provisions during the entire period of quarantine:
1. Terms of confinement. You are ordered to remain in your home at
_____________________[insert address] from ___________ to
____________[insert dates of quarantine]. 2. Requirements during
confinement. During the period of quarantine:
a. You must not leave your home at any time unless you have received prior
written authorization from the Department to do so.
b. You must remain reachable by telephone at all times and answer and
respond fully and truthfully to telephone calls from Department staff and
other persons acting on behalf of the Department.
c. You must not come into contact with anyone except the following persons:
(i) family members and other persons who reside in your home;
(ii) authorized healthcare providers; (iii) authorized Department staff or
other persons acting on behalf of the Department; and (iv) such other
persons as are authorized by the Department.
d. If family members or other persons who reside in your home have not been
issued a Home Quarantine Order, they may leave your home to carry on their
daily routines and to assist you with any needs you may have during the
period of confinement. If you live alone, or if every

member of your household is under Home Quarantine Order, you should arrange
by telephone for relatives, neighbors, or friends to assist with any needs
you may have during the period of confinement. These persons should not have
direct contact with you. If you need assistance in providing for your daily
needs, you should call [insert telephone number]
e. You must follow the directions contained in the attachment to this order
labeled Attachment A to monitor your health status on a daily basis.
f. If you develop any symptoms of Novel Influenza A H1N1 detailed in
Attachment A, including with fever (greater than 100.0 F), cough, sore
throat, rhinorrhea (runny nose), nasal congestion, body aches, headache,
chills and fatigue, you should immediately call a public health official at
[insert telephone number]. If emergency medical treatment is required for
conditions other than those listed in this paragraph (e.g. chest pain or
severe accidental injury at home), you should call 911 for an ambulance.
When seeking such assistance, you must inform the operator of the 911 line
and the ambulance that you are under Home Quarantine Order.
g. If other persons also reside in your home you must maintain good personal
hygiene at all times, including complying with the directions contained in
Attachment A, to prevent disease transmission. If any member of your
household develops any symptoms of Novel Influenza A H1N1 detailed in
Attachment A, such person should immediately call a public health official
at [insert telephone number].
h. You should inform your employer that you are under home quarantine and
are not authorized to physically come to the work place, although you may
work from home via electronic or other means if appropriate. You should be
aware that Iowa law prohibits an employer from firing, demoting, or
otherwise discriminating against an employee due to the employee's
compliance with a quarantine order issued by the Department. (Iowa Code
section 139A.13A).
3. Information about Novel Influenza A H1N1. You should review the
information contained at Attachment A for information about Novel Influenza
A H1N1. In order to find out more information about Novel Influenza A H1N1
and its symptoms and spread, you may access the Department's web-page at
www.idph.state.ia.us. If you do not have access to the internet from your
home, you may contact the Department at 1-800-362-2736. 4. Legal authority.
This order is issued pursuant to the legal authority contained at Iowa Code
chapters 135, 139A, and 641 Iowa Administrative Code chapter 1, a copy of
which is labeled Attachment B and is attached to this order for your review.
The Department shall comply with the principles for quarantine contained in
subrule 1.9(3) of this attachment when issuing and implementing this order.
5. Ensuring compliance. In order to ensure that you strictly comply with
this Home

Quarantine Order the Department or persons authorized by the Department may
contact you by telephone on a regular basis and may carry out spot checks of
your residence.
6. Violations of order. If you fail to comply with this Home Quarantine
Order you may be ordered to be quarantined in a hospital or other facility
as determined by the Department. In addition, failure to comply with this
order is a simple misdemeanor for which you may be arrested, fined, and
imprisoned. 7. Your rights B appeal rights. While under quarantine you have
the rights as described in subrule 1.9(8) of Attachment B. In addition, you

WHO Admits to Releasing Pandemic Virus into Population via 'Mock-Up' Vaccines

In Europe, some manufacturers have conducted advance studies using a so-called "mock-up" vaccine. Mock-up vaccines contain an active ingredient for an influenza virus that has not circulated recently in human populations and thus mimics the novelty of a pandemic virus. 
 
According to the website, "Such advance studies can greatly expedite regulatory approval."

On June 11 the World Health Organization (WHO) raised its swine flu pandemic alert from a 5 to a 6. Phase 6 is the highest level alert, and reflects the speed with which a virus is spreading -- not its severity.  
 
This classification also allows for a vaccine to qualify for a "fast-track" procedure for licensing and approval, and this process is now ongoing for the swine flu vaccine. 
 
What you may not know, however, is that WHO, together with health officials, regulatory authorities and vaccine manufacturers, have been working since 2007 – long before this new "threat" of swinee flu emerged – to "explore a broad range of issues surroundding the regulatory approval of pandemic vaccines." 
 
According to the WHO website:
 
 "Ways were sought to shorten the time between the emergence of a pandemic virus and the availability of safe and effective vaccines." 
 
One such method used in Europe is to conduct advance studies using a "mock-up" vaccine that contains an active ingredient for an influenza virus that has not circulated recently in human populations.
 
When testing these mock-up vaccines, it is very possible to release the novel influenza virus into the population, as its purpose is to "mimic the novelty of a pandemic virus" and "greatly expedite regulatory approval." 
 
Government officials have other tricks up their sleeves to ensure these new, barely tested vaccines easily make it to market as well, such as:
      Labeling the vaccine a "strain change" rather than an entirely "new" vaccine. This method states the new vaccine has built on technology used to produce vaccines for seasonal influenza, and the change for the pandemic vaccine is similar to a strain change used to produce a new seasonal vaccine each flu season.  
 
      In the United States, vaccine manufacturers are required to submit fewer data if they already have a licensed flu vaccine and will use the same manufacturing process for the pandemic vaccine.
Using a "rolling review procedure." This allows manufacturers to submit sets of data for regulatory review "as they become available." In other words, they're free to distribute the vaccine and then submit the safety data later on. 
 
Would You Want a Fast-Tracked Vaccine Injected Into Your Body?
 
By very definition, fast-tracked vaccines are those that have received very little safety testing prior to being used. So any time you agree to get one, you are essentially a guinea pig. 
 
Vaccine manufacturer GlaxoSmithKline has actually stated:
 
"Clinical trials will be limited, due to the need to provide the vaccine to governments as quickly as possible. Additional studies will therefore be required and conducted after the vaccine is made available."

 
And WHO likewise says:
 
"Time constraints mean that clinical data at the time when pandemic vaccines are first administered will inevitably be limited. Further testing of safety and effectiveness will need to take place after administration of the vaccine has begun." 
 
 Why would anyone who knows the facts sign up for a vaccine that really needs further safety studies … but won't receive them untiil AFTER it's already been given out? By then it will be too late.
 
So please realize that if you or your child receive a swine flu vaccine, you will be acting as a TEST subject. 
 
Remember this vaccine will not be made using the methods of the past. In order to speed up the cultivation of the virus and the manufacturing process, they’re using human liver cells instead of chicken eggs. Whether this new procedure is better or worse than the old method, I can't say … but it's never been used before and they have noot had time to conduct any human testing.  
 
So, it's a giant game of Russian Roulette that you simply want to avoid.
 
Nearly all of the vaccines created will also include thimerosal (mercury), and the toxic adjuvant squalene, both of which have been clearly shown to carry significant health risks. 
 
You should know, too, that vaccine makers and federal officials have been rendered immune from lawsuits. Should anything go wrong with this current vaccine they will not have to pay a single cent to anyone !

 
          Who Stands to Benefit From the Swine Flu Pandemic (and Future Pandemics)? 
 
This is the question you need to ask yourself when you hear the media dishing out the latest statistics about the swine flu pandemic.  
 
In the last few days alone, I've seen major news outlets warning that come flu season, the swine flu could kill 90,000 Americans and hospitalize 2 million. This sounds a lot like the fear-mongering that went on during the Bird Flu pandemic (that never materialized) back in 2005.
 
Back then scientists and governments were congratulating themselves for averting a threat that never was by stockpiling worthless vaccines. Now I'm having deja vu.
 
In response to this newest swine flu pandemic, what did the Centers for Disease Control and Prevention recently suggest?  
 
Swine flu shots for all! Of course, what else would you expect? 
 
As the Washington Post reported, CDC said: "As soon as a vaccine is available, try to get it for everyone in your family." 
 
Well, you might be tempted to do just that if you believe the sensational number of swine flu deaths they're predicting. But, really, these numbers are not based on facts. 
 
WHO continues to define the severity of the H1N1 virus to be moderate, generally defined as an illness requiring neither hospitalization nor even medical care. Most cases are having MILD symptoms that clear up on their own.  
 
Further, no one really knows for sure just how many cases of swine flu there are, because some countries are no longer confirming them by lab. 
 
 In the UK, for example, they now appear to be collecting swine flu data online and via the phone, based on nothing but self-assessment.
 
So did they really contract the swine flu? 
 
Or did the vast majority of them simply have a case of the sniffles or a seasonal flu bug? Without laboratory confirmation, no one will ever know, but they sure are using those numbers to scare you!  
 
Going back to my original question though, you must ask yourself who stands to benefit from all of this paranoia and hysteria. 
 
Of course you know the answer to this one. 
 
Big Pharma … which stands to gain up to $49 billion a year on the swine flu vaccine alone plus an infinite amount on top of that for future pandemic vaccines. 
 
The vaccine manufacturers would love for every man, woman, and child to heed the CDC's advice to get vaccinated. But now you know better.  
 
The swine flu is typically a mild illness.  
 
The swine flu vaccine has not been tested for safety or efficacy, but we DO know it will contain harmful additives. 
 
The choice, to me, is obvious. And in the future, anytime a new "pandemic" appears and officials urge you to rush out and get a shot, please remember this article and ask yourself if it's really you who stands to benefit from their advice.
