A RESOLUTION OPPOSING PORTIONS OF THE PROPOSED KLAMATH BASIN RESTORATION AGREEMENT - THE KBRA

May 14, 2009

KLAMATH COUNTY REPUBLICAN CENTRAL COMMITTEE
WHEREAS, PacificCorp, the Department of Interior, various water, environmental, tribal groups and other governmental entities have been holding closed and confidential meetings resulting in partial "Agreement in Principle" in the 12th draft of the Klamath Basin Restoration Agreement - the KBRA, and;

WHEREAS, the KBRA calls for removal of the four dams on the Klamath River, J.C. Boyle, Iron Gate, CopCo I and CopCoII, that now provide valuable clean, inexpensive hydropower for the benefit of all Americans, and;

WHEREAS, the KBRA calls for the Klamath Tribe to acquire 90,000 acres of land for a reservation, without concluding who would pay for said lands and who would pay for the lost County tax revenue if the lands went into tribal trust, and;

WHEREAS, the KBRA fails to include construction of new "off-site storage reservoirs" as a requirement of the agreement, and;

WHEREAS, principals to the KBRA are now rushing forward to "finalize the KBRA" by June 30, 2009, again in closed door / confidential meetings;

NOW THEREFORE BE IT RESOLVED, that the Klamath County Republican Central Committee does hereby declare its opposition to the removal of the four dams on the Klamath River and its opposition to any public funding of new reservation lands, and; opposition to converting lands into tribal trust.

LET IT BE RESOLVED, that any new or final agreement on these Klamath Basin water issues should include provision of new irrigation water storage facilities and that meetings to obtain agreement cease being closed and confidential and;

LET IT BE FURTHER RESOLVED, that the Klamath County Republican Central Committee further directs it's Chairman and officers to initiate local, state and national efforts to obtain support for the positions taken in this resolution, including, but not limited to, immediately sending copies of this resolution to the Commissioners and Supervisors of Counties involved; to the Oregon and California legislators directly involved, and to the Oregon and California Congressmen and Senators directly involved; and to all participants in the KBRA process.
